The tags
Google's own guidance is that each language version must list itself as well as all the others, and that a page X linking to page Y needs Y linking back. On a four-locale site that is a lot of links to be right about, and the map counts them.
The scope
Translation is quoted per word, so the difference between guessing and knowing is your page count times your average words times your locales. The scope sheet does that and takes the machine-translated share out of the human total.
